Summary: Position reports to the LANSCE Division Director.
Assist the Division Director in
providing scientific/technical leadership and line management of
LANSCE Division, serve as
the Deputy Division Director with principal responsibility for
ensuring excellence in LANSCE
science and technology. Serve as part of the team that ensures
that the LANSCE user
facility runs with high reliability and availability, in order
to provide quality neutron and proton
beams and appropriate user-support for defense and civilian
users in a sustainable manner
serving their evolving needs. Manage the overall proposal-review
and beam-time allocation
process for WNR, PRAD, and the Lujan Center. Line management
responsibility includes
accountability for the quality of research and technology;
delivery of results for sponsors;
strategic planning; development and maintenance of technical
capabilities; environment,
safety and health; security; workforce excellence, productivity,
and diversity; financial
management; cost effectiveness; and communications. The LANSCE
Deputy Division
Director must maintain effective working relationships with
leaders, managers, and staff
throughout the Laboratory, in particular with ALDNW and defense
program managers; with
government, university, and industrial officials and
collaborators; with the LANSCE user
community and the accelerator technology community and their
sponsors. In all efforts,
successful candidate must promote Lab-wide integration,
high-quality research and
development, and optimal use of the LANSCE facility in support
of DOE, NNSA, and
Laboratory missions.
Required Skills:
* Demonstrated record of success in accelerator science
and technology, neutron
* science, materials research, experimental physics,
and/or the operation of a major
* accelerator-based scientific user facility.
* Demonstrated success in line and/or program/project
management of a complicated
* and large scientific/technical enterprise and in
meeting or exceeding the expectations of
* customers and stakeholders. This includes effective
management of resources,
* program development, and resolution of programmatic
conflicts.
* Experience and accomplishments in strategic and
tactical planning and in leading
* execution of the plans.
* Ability to balance competing interests with available
resources and establish clear
* priorities and focus.
* Demonstrated experience in leading and strengthening
an organization and in
* motivating its continuous improvement and achievement
of goals.
* Demonstrated effective interpersonal skills, including
uncompromising honesty and
* integrity; earning the respect of subordinates,
supervisors, peers, and customers;
* mentoring, empowering, and holding accountable; and
promoting diversity.
* Record of effective two-way written and oral
communications skills, as evidenced by
* internal and external interactions, including
briefings, presentations, publications, and
* meetings.
* Familiarity with the Laboratory's defense and basic
research activities.
* Active or reinstateable DOE Q clearance, which
normally requires U.S. citizenship.
Desired Skills:
* Familiarity with accelerator technology programs at
other major accelerator facilities
* serving a technically diverse clientele.
* Familiarity with the user programs at a major
scientific user facility serving a technically
* diverse clientele.
* Detailed knowledge of Laboratory, DOE, and other
national and international programs
* of relevance to the Division's activities and to the
LANSCE facility.
* Experience with the management and administration
systems and practices of the
* Laboratory.
* Experience as a user of a national scientific user
facility.
* Successful experience working with DOE sponsors in
NNSA/DP, SC, and NE.
* Successful track record of commitment to responsible
and high-quality operations,
* including safety, environmental protection, security,
and facilities management.
Education: Ph.D. degree in a scientific or engineering field
relevant to LANSCE operations,
science, or capabilities, or an equivalent combination of
education and experience.
