1. Recent Progress of the Joint Project between JAERI and KEK on High-
Intensity Proton Accelerators

The Japanese Fiscal Year 2002 started on April 1, 2002. We are
entering into the second fiscal year for construction. The budget
allocations for last year and this year are as follows:
- JFY01 Budget +JFY00 Supplemental Budget (1.0 Oku Yen ~ $ 0.8 M)
KEK: 7.85 Oku Yen with purchase commitment of 129.40 Oku Yen.
JAERI: 65.80 Oku Yen with purchase commitment of 120.24 Oku Yen.
- JFY02 Budget +JFY01 Supplemental Budget
KEK: 128.07 Oku Yen
JAERI: 76.03 Oku Yen with purchase commitment of 326.84 Oku Yen.
The overall funding is reasonable, although the cash flow is slower
than we anticipated. Construction of all the accelerators (Linac,
3 GeV and 50 GeV) as well as the neutron/muon experimental areas will take
place this fiscal year.
Two important committees were started during the past three months.
One is the "Users Committee" in which the committee members are
representatives of many research communities and industries. There,
the major subject at the first meeting was to the user program organization
at the operational stage after construction. Key issues other than this
organization will be discussed in forthcoming meetings. Meetings will be
held 3-4 times a year. The committee is chaired by Professor M. Inoue
from Kyoto University.
The other is the "International Advisory Committee". The
Committee consists of 13 members. Chairs are: Professor J. W. White
(chair) at Australian Nat. U. and Professor Y. Totsuka (vice chair) at
University of Tokyo. The meeting was held on March 5-6. The final
report will be generated soon.
At the Japanese Physical Society Annual Meeting held at the end
of March there was a general session on our project. Over 500 persons
came to listen to 10 talks including the project status, accelerators,
sciences, and organization. Lively discussions were held at the
session.
Some reorganization of the project teams at both KEK and JAERI
occurred on April 1, 2002. The project is presently moving smoothly.

2. Report from the Accelerator Group

The Accelerator Technical Design Report (TDR) is now ready for
review, which will be done by the Accelerator Technical Advisory
Committee (ATAC) from May 21st to 23rd. The TDR will be soon on the web,
after some refinements. The basic design for the 3-GeV Rapid-Cycling
Synchrotron (RCS), including the lattice design, has been drastically
changed during the last year (2001).
For this reason, the designs for some components of the RCS are
still in progress. This is also true for the components of the linac and
50-GeV Main Ring (MR), which have not yet ordered. Thus, the TDR will be
continuously updated even after this version is published, since the
design should be improved as much as possible, until the components are
finally ordered or constructed.
All the contracts for the remaining components of the 200-MeV linac
were completed by the end of JFY2001 as four-year contacts. The contracts
for the major components of the MR were completed by the end of JFY2001,
including the bending magnets, the quadrupole magnets, the power supplies
for these magnets, some of the RF systems, and so forth. On the other
hand, major components for the RCS will be contracted from JFY2002
and later.

3. Recent development of the Neutrino Facility Group

In the letter of intent by the JHF neutrino working group (hep-
ex/0106019) there were three options of beam configurations, namely,
wide band beam (WBB), narrow band beam (NBB) and off axis beam (OAB).
Recently the working group chose one beam configuration: OAB.
As a result of this decision, the target station and decay pipe become
simple and small, and a reduction in cost is expected.
R&D work on the production target has been started. From
considerations of the heat load, shock wave, and neutrino yield, a segmented
Carbon target of about 1m total length and 3cm diameter has been selected
as the first choice.
For the 2nd phase of the JHF-Kamioka neutrino project, we plan to
use "Hyper-Kamiokande (HK)," the next generation Megaton water Cherenkov
detector. Recently, a candidate site for the HK has been found in
Kamioka, which is about 10km south from the Super-Kamiokande (SK).
The design of the beam line was modified to be capable of sending the OAB
to both the SK and HK.
A front neutrino detector at around 2km from the production point
is strongly desired by the working group to achieve the required precision
for the physics goals. The energy spectrum of the neutrino beam at ~2km
becomes almost identical to that for SK at 295km. This results in various
kinds of systematic-error cancellations and will enable us to make high
precision measurements.
We plan to submit a request for a budget starting in 2003 to the
Government in this fiscal year. It will be turned in around June. Currently
we are working hard to prepare for it.

4. Report from the Neutron Science Group
(Materials & Life Science Experimental Facility (MLF) Group)

Under a newly reformed working group structure for the MLF
construction, we have facilitated technical designs of the neutron target
station. We have decided to have three independent liquid hydrogen
circulators for coupled, de-coupled, de-coupled poisoned neutron moderators,
and to adopt beryllium material for the inner reflector and stainless steel
for the outer one. An Al-In-Cd alloy instead of B4C is under serious
consideration to be adopted as de-couplers. Remarkable progress in the
conceptual design of the shielding and shutter system has been made and
we are now in the detailed design stage.
Many R&D projects (in thermal hydraulic, mechanical and thermal
dynamics, corrosion, erosion, etc) are underway to arrive at a appropriate
engineering design for the 1MW mercury spallation target. Based on
precise and careful model calculations, we have arrived at a mercury
target container of the cross flow type. Also, designs of the target cart
and Hg circulator system to be finished. For the remote handling system
of the target, we have installed a mock-up test stand dedicated to learning
about the process.
Due to a change in parameters of the proton beam extraction from
the 3 GeV synchrotron, the lattice of the beam transport line to the MLF
has been reconstructed several times to meet the beam loss condition of
1W/m. The bending and quadrupole magnets design are to be finalized soon.
Designs of the utility system for the BT components and the conventional
facility are almost complete.
Current construction schedule is as follows: fabrication of the
BT device starts this year (2002), and the building construction will
start early next year. For the neutron source, the detailed design should
be finalized and part of the component fabrication also starts in 2002.
It is expected that the conventional facility will be completed in 2006.
The first beam at the neutron target is scheduled for early in 2007.
For the neutron beam line construction, it is noted that an
instruments design team in the project consisting mainly of the
instrument group of MLFG has been organized and has started active work.
The project team identifies 10 important instruments to be installed at an
early stage of the facility operation. A user instrumentation group has
been organized besides the instruments design team of the project to
encourage external proposals. An advisory committee to the project
director will be organized, in which the priority of neutron
instrumentation and a general rule for adopting proposals are to be
discussed.

5. Report from the Muon Science Group

An international workshop on the "Future of Muon Science" was held
at KEK and RIKEN in the period of March 7-9, 2002. It was organized jointly
by KEK-MSL and RIKEN-RAL on the occasion to celebrate the approval of the
budget of the Phase 1 for the Joint Project between JAERI and KEK on the
high-intensity proton accelerators. The planned 3GeV, 333 micro-A proton
synchrotron ring provides us very intense pulsed muons at the Muon Science
Facility.
This symposium consisted of two categories of talks. One category
was reviews of research activities in the last few years at the KEK-MSL and
RIKEN-RAL muon facilities, in order to identify muon science topics at the
Joint Project. The other was status reports on the Joint Project, the
Materials & Life Science Facility and the Muon Science Facility. Also the
current status and developments were reported from the existing
world-wide muon facilities, such as PSI, Rutherford Appleton Laboratory,
and TRIUMF.
In the symposium, we had 33 fruitful oral presentations and 25
poster presentations associated with 5 minute talks. Consequently, we had
participation by 71 Japanese and 20 foreign scientists. Finally, we had
fruitful and serious discussions on how to foster international interest
and on how to proceed to international collaborations.

6. Report from the Accelerator Driven Nuclear Transmutation Group

The Pb-Bi test loop was refurbished with filters, a by-passed gas
flow line of hydrogen and water, a blind tube for Pb-Bi sampling, and so on.
The loop has been run since the end of March, 2002, for the corrosion test
of the candidate steel tube. To examine the flow pattern in the ADS target,
a water-flow test loop was newly installed.
Preparation for the feasibility test of the laser charge exchange
technique was carried out at the existing JAERI-LINAC facility. This
technique is to be used for the introduction of the 10W proton beam
into the Transmutation Physics Experimental Facility. Safety analyses
for the facility have continued.

7. Report from the Radiation Safety Group

Intense bulk shielding design of the 3-GeV synchrotron and linear
accelerator tunnels was performed towards the final design, which was
also used in the application for new facilities to Ibaraki Prefecture
Government. Based on these shielding calculations, the required shield
thickness was reported in the Technical Design Report (TDR).
Major items for radiation safety (activation of air and cooling
water, residual radioactivity in accelerator components, duct streaming,
and bulk shielding design of the beam lines and skyshine) were evaluated
towards the final design. Among them, the radiation shielding at the
injection and extraction points in the 3-GeV synchrotron was carefully
analyzed due to a large beam loss (a few kW) by using the Monte Carlo code
MARS. Shielding of the side and forward directions of the scrapers were
reinforced and especially inner shielding was proposed around the scrapers
and septums.
The safety system including the radiation control system for
access to radiation controlled areas and the radiation monitoring
system have been examined and planned in detail towards the construction
of these systems. The interlock system for the protection of people and
machine, which will also be included in the safety system, is now under
consideration.
The main issue for the radiation safety group was to submit
applications for the safety of the 400-MeV Linac and the 3-GeV synchrotron
facilities, which are scheduled to begin construction in the first quarter
of the fiscal year 2002, to Nuclear Energy Safety Division, Department of
Civil Affairs and the Environment, Ibaraki Prefecture Government. Based
on the approval of the proposed project for Phase-1 by the Deliberative
Committee on Nuclear Safety and the Committee for Nuclear Safety Rules,
all procedures necessary for the Ibaraki Prefecture Government concerning
radiation safety for these two facilities have been cleared out to begin
construction.

8. Activities of Facility Construction Group

The boring survey and field exploration by the shallow seismic
reflection method have been finished on the whole construction site.
The subterranean water survey is being continued in FY 2002 and the results
will be used as basic data for various types of investigation and analysis.
As for the Linac Building, the detailed design was finished on 15th
January and the construction contract was signed at the end of March.
Construction of utilities for the Linac Building will be contracted next
September.
As for the 3GeV Synchrotron Building, the requirements for the
accelerator were fixed and the detailed design of the building has been
started. The detailed design will be finished by the end of next July.
The contract for several infrastructure projects has been concluded
at the end of March. It includes development and exterior construction for
the Linac and 3GeV Synchrotron Building, rearrangement of existing cables
and pipes, and construction of security road based on requirements from
Tokai local government and so on.
An orientation and kickoff meeting was held between the contractor
and JAERI on 4th April, and activity for the construction of the Linac
Building has begun.
