.ACRONYM OF THE PROJECT WAS DECIDED TO BE "J-PARC".
The acronym of the project has been undecided for a long time.
After receiving over 200 applications for the nickname, we finally
selected the project name as
J-PARC (Japan Proton Accelerator Research Complex).
Among the many applications, 7 applicants proposed names similar to
the above. Please try to use this acronym in the future.
.OPENING CEREMONY WAS HELD ON OCTOBER 28, 2002.
On October 28 the Opening Ceremony for the Project was held
at a hotel near the Tokai site. The ceremonial lecture was given by
Dr. Akito Arima, the Upper House Council Member and the former President
of University of Tokyo, on the scope of science in the 21st Century.
In addition, the status of the project was reported by myself. In the
ceremony party, many guests gave speeches including:
Mr. Ishikawa (Director of the Research Promotion Bureau at Monka-sho),
Mr. Hashimoto (Governor of Ibaraki Prefecture),
Mr. Murakami (Mayor of Tokai Village),
Professor John White (Chair of the IAC of the Project), and
Professor M. Koshiba (this year's Nobel Laureate).
The funding for the project already was started one and a
half years ago. The actual construction work for the buildings has,
however, not been initiated until June, this year. Thus, we decided
to have the opening ceremony this time.
.ACTIVITIES DURING THE PAST FOUR MONTHS.
During the past four months several new committees were
created inside the project. Under the International Advisory Committee,
the Technical Advisory Committee for Neutron Sources was formed and
its meeting was held on October 28-30 (The chair is G. Bauer.)
The choice of either a liquid or solid target was discussed
and reviewed.
Under the Project Director three committees started
(or will start) to function:
1) Neutron Instruments Planning Committee (from April, 2002),
2) Nuclear-Particle Experimental Planning Committee (about to be formed),
3) Muon Experimental Planning Committee (about to start).
The call for LoI's was made for neutrons (in September) and for
nuclear-particle physics (in July). For nuclear-particle physics an
extensive international workshop was held on September 26-28 to form
experimental groups and to discuss anticipated experiments at 50 GeV.
Over 200 scientists participated in the workshop.
After the ground breaking ceremony in June, 2002,
construction work for Linac and 3 GeV has been underway. Very soon,
the construction for the 50 GeV tunnel will start in the south area of
the Tokai site.

.RCS MAGNET SYSTEM ORDERED.
The first half of this fiscal year was dedicated to
documentation work of the contracts for the following items: almost
all of the remaining components for the first half of the linac
(up to approximately 200 MeV), half of the major components for the
3-GeV rapid-cycling synchrotron (RCS), and the remaining components of
the 50-GeV main ring (MR). Technologies of the stranded coil with BT
resin and the Rogowsky cuts have been finally chosen to apply to the
bending and the quadrupole magnets for the RCS on the basis of
discussions in the accelerator group, the industry engineer teams, and
outside specialists. The contract for the RCS magnet system was
concluded successfully at the end of October.
.MEBT BEAM TEST UNDER WAY.
The medium-energy beam transport (MEBT) of the linac, which
is located between the 3-MeV radio-frequency quadrupole (RFQ) linac
and the drift-tube linac (DTL), is one of the most important and
difficult components to develop, because it includes the beam chopper
system, which is necessary for beam injection to the RCS and is not yet
an established technology. The beam commissioning of the MEBT is
underway in KEK. The RF chopper, newly devised, has been already
tested successfully with the negative hydrogen beam. Further study
planned includes an effort to increase the peak beam intensity
and duty factor, the careful study of the emittance growth, and the
operation of the prechopper, which has been installed at the low-energy
beam transport (LEBT). Some problems have been reported regarding the
SNS chopper system and MEBT. Since our chopper system and MEBT are
totally different from that of SNS, it is very interesting and important
to see whether the same problems exist in our system.

3. <<Nuclear and Particle Physics Facility>> by Jun IMASATO

.NP02 WORKSHOP WAS HELD.
The second international workshop on nuclear and particle
physics at the 50-GeV PS (NP02) was hosted by Kyoto University in
Kyoto from September 27 to 29. The first workshop (NP01) was held
nearly two years ago at KEK. NP02 was organized as a preconference
of PANIC (XVI Particle and Nuclear International Conference) in Osaka
(September 30-October 4).
Some 200 people including 80 overseas scientists attended
the 3 days of working sessions. In the plenary session on the first
day, the construction status of the accelerators and the current
design of the experimental facilities were reviewed. In the
subsequent five working groups of 1)Strangeness nuclear physics
experiments, 2) Nuclear/hadron physics experiments, 3) Kaon rare
decay experiments, 4) Muon rare decay experiments, and 5) Neutrino
experiments, intensive discussions were focused on possible first
phase as well as later experiments at the facility. Most of them
will be crystallized as Letters of Intent for experimental proposals
by the end of this year. Each working group also summarized beam
and beamline demands, which are now being taken into account in the
design of the experimental hall. The prioritization of beamline
installations will be established sometime next year at a PAC meeting
which is now being organized. A summary of the workshop was also
reported in an informal session of PANIC.

.THE FIRST TECHNICAL ADVISORY COMMITTEE MEETING FOR THE 1 MW
SPALLATION NEUTRON SOURCE (N-TAC) WAS HELD DURING THE PERIOD FROM
OCTOBER 28 TO OCTOBER 30, 2002, AT THE JAERI TOKAI SITE.
Procedures for open tenders have started for the fabrication
and installation of structural components for biological shielding,
liners, the He vessel, the proton-beam window, the reflector vessel
and plugs, and the reflector/moderator remote-handling devices, etc.
At earliest, contracts for the first components will be fixed in December,
2002 and fabrication will start for the final installation in 2006.
The mercury target and the super-critical hydrogen cold moderator system
are in an extensive design phase for tenders in the next fiscal year,
2003.
In order to have an advice from international experts on the
specifications of the components to be finalised, the first technical
advisory committee (N-TAC) has been held. The N-TAC was organized as
a sub-committee under the international advisory committee (IAC) of
the project belonging to the project director. The N-TAC was formed
with six members of Drs. G. Bauer(FZJ/ESS), J. Carpenter (ANL/IPNS),
T. Broome (RAL/ISIS), T. McManamy(ORNL/SNS) and H. Heyck (PSI/SINQ).
Dr. G. Bauer was selected as the chairman. According to the current
designs presented by the project team, the TAC has thoroughly
reviewed the technical aspects and provided valuable comments and
advice on specific technical issues. These recommendations are to be
factored into the design of the 1MW pulsed spallation neutron source,
JSNS.
The call for Letters of Intent (LOI's) on Neutron Instruments
at the Spallation Neutron Source of High Intensity Accelerator
Project was officially announced for proposals in FY2002 with a
deadline of submission by December 6, 2002.

5. <<Muon Science Group>> By Yasuhiro MIYAKE

.AN ATTEMPT IS UNDERWAY TO DESIGN AND CONSTRUCT FRONT-END
TRIPLET MAGNETS USING THE MINERAL INSULATION (MI) CABLE
FROM RUSSIA.
Quadrupole Magnets, which will be used in the primary proton
beam line and in the extraction secondary beam lines in the vicinity
of the muon target will suffer not only from tremendously high
radiation, but also from corrosion induced by NOx in irradiated air.
Therefore, it is essential to adopt a radiation-hard mineral
insulation (MI) cable, for the magnets in the vicinity of the
muon target.
Since domestic companies have little experience on the
production of MI Cable for currents of 1000A, which was formerly produced
by a Canadian company, we are now in contact with the INR laboratory in
Russia, which has variety of experience in making coils using the MI
cable.
A workshop on "Material Science Explored in Muon Science"
is planned next year during 2003.Feb.5-6 at JAERI/Tokai, and is
jointly organized by the muon users community, JAERI, and KEK.
Current research activities utilizing muon spin
rotation/relaxation/resonance (muSR) will be reviewed as a
complementary tool with neutron and NMR techniques, and the future
applications of advanced muSR technique using intense primary muon
beam to be available in this Project will be discussed.

6. <<Nuclear Transmutation Experimental Facility Group>>

.THE SECOND TEST OF FLOWING PB-BI FOR 3000 HRS WAS COMPLETED
SUCCESSFULLY.
Various research on materials for the ADS (Accelerator Driven
Transmutation System) target have been carried out continuously.
The second long-term operation of Pb-Bi test loop for 3000 hrs was
completed in August, 2002. The electro-magnetic pump worked well
throughout the operation without an increasing flow resistance due to
plugging of the channel, which had been observed in the first long-term
operation. As for the static corrosion test of materials in Pb-Bi,
Al surface-treated steels by the gas diffusion method showed good
corrosion resistance. Austenitic stainless steels irradiated by
580MeV protons did not show any drastic change of mechanical
properties in comparison with those irradiated at a fission reactor.
Safety analyses for the Transmutation Physics
Experimental Facility have continued to evaluate the effect of
the shock wave anticipated at a severe accident. In order to verify
the pulsed-mode operation of the fast subcritical system, the
development of a pulsed neutron generator (PNG) using DT reactions
has been started. The PNG will be installed in the Fast Critical
Assembly (FCA) in JAERI. It should be compact enough to be inserted
into the rectangular matrix of 5cm x 5cm.

7. <<Exotic Nuclear Science Group>> by Hiroari MIYATAKE

.THE PROGRESS OF THE KEK 18GHZ CHARGE-BREEDING ECRIS(ELECTRON
CYCLOTRON RESONANCE ION SOURCE) AND THE NUCLEAR
ASTROPHYSICAL EXPERIMENT WITH 16N-RNB.
An 18GHz charge-breeding ECRIS (Electron Cyclotron Resonance
Ion Source), a key device for accelerating radioactive nuclei heavier
than A=30 at the KEK-JAERI joint RNB facility, has been constructed
in April, 2002 at KEK to optimize its performance. In July, we
obtained the first results for the externally injected 1+ions.
The highest charge-breeding efficiencies reached 13% for Ar(9+) and
6.5%for Xe(20+), respectively. These high charge states fulfill the
acceleration condition of the superconducting (SC)-linac, which boosts
the energy from 2 MeV/u to 5 MeV/u in the last stage of the linac
complex. In FY2003, all of instruments together with the
KEK-linacs will be installed at the joint facility.
As one topic of our scientific activities, there is
progress on the nuclear astrophysical experiment with RNB. We first
measured 16N(alpha, n)and (p,n) reaction cross sections related to
the alpha-process preceding the r-process in the "hot-bubble" of the
supernovae explosion. The 16N-RNB was produced via the d(18O, 16N)
reaction and was selected by the recoil mass separator. Typical beam
intensity and purity were 4.7 kpps and 98.5 %, respectively. A
series of (alpha, n) reactions with light neutron-rich nuclei in the
alpha-process will be measured.

.THE NEW CONSTRUCTION PLAN OF 50GeV-MR APPROVED BY
THE IBARAKI PREFECTURE GOVERNMENT.
The radiation protection safety installations for the
Linear Accelerator, 3GeV-RCS and Material and Life Science Experimental
Facility have been ordered and the practical design work has been
started. The detailed design of the installations for the 50GeV-MR and
Nuclear/Particle Physics Facilities is under consideration.
The proposal for the new construction plan of 50GeV-MR was
completed after several hearings at the Nuclear Energy Safety Division,
Department of Civil Affairs and the Environment, Ibaraki Prefecture
Government. Deliberation by the Committee for Nuclear Safety Rules was
held on Sept.12 and the conclusion was reached that the safety could be
secured reliably.
The maze streaming experiment of neutrons and the NOx
generation measurement experiment were conducted using 12GeVPS (KEK)
for the purpose of evaluating the accuracy of the radiation shielding
design method.

.MEMBERS IN EXPERIMENTAL FACILITIES WORKING ON CONTROLS JOINED THE
GROUP.
Members in experimental facilities (NPF and MLF) groups who are
working on their control systems have begun to work with people in the
accelerator control subgroup. They will probably use the EPICS software
toolkit for controlling and monitoring the beam as used for the
accelerator control. In order to help them become familiar with EPICS,
we are developing a standard EPICS development kit for demonstration
and for education.
The current status of each subgroup is mentioned below;
PPS (Personal Protection System) subgroup;
The conceptual design of the PPS, in other words, a guide-line for
constructing the PPS system, has been completed and detailed design for
an individual facility is now under consideration. The due date of
the final design is scheduled at the end of this year.
MPS (Machine Protection System) subgroup;
At very low energies, the beam must be stopped within the order of
10 micro-seconds when it hits an accelerator component. In order
to make this possible, a module has been developed and tested.
Timing subgroup;
The purpose of the timing system is to distribute timing signals all
over the J-PARC facilities with a time jitter less than 1 nano
second. A set of electric modules has been designed and is being
constructed.
Network subgroup;
Discussion has been started for a detailed network configuration
and its functionalities.
Utility control subgroup;
Roles of the two institutions, JAERI and KEK are being identified.

10. <<Facility Construction Group>>

.CONSTRUCTION OF THE ELECTRICITY RECEIVING/TRANSFORMING
SUBSTATIONS WAS CONTRACTED.
Construction of the 153kV and 66kV electricity
receiving/transforming substations was contracted. The construction of
the 3GeV Synchrotron Building and the construction of utilities for the
Linac Building will be contracted soon. All of the JAERI construction
except for the Material & Life Science Experimental Facility will be
contracted by the end of this fiscal year. Site work for the Linac
Building will be finished soon, and excavation work for the 3GeV
Synchrotron Building will start. Construction of a temporary bridge for
soil transfer was completed at the end of October.
Construction of temporary and permanent roads, and
construction of a multi-purpose underground conduit will start soon.
A new footway to the seaside, which is a request from the Tokai local
government, has been constructed and has been open to the public
since October.
An investigation of subterranean water/stratum structure
by means of 2-dimensional electric survey and an analysis of
subterranean water fluctuations for the whole construction site has
been finished. The evaluation of the results is in progress now.
.FIRST CONTRACT FOR THE 50GeV SYNCHROTRON BUILDING
WAS COMPLETED.
Contracts for the first quarter of the 50GeV
Synchrotron Building and the Central Control Building were completed
in September. Construction of the 66kV electricity
receiving/transforming substation was also contracted in October.
The construction of the 50GeV Synchrotron Building will start in
December. Prior to the construction of the south area, which includes
the 50GeV Synchrotron, the Material & Life Science Facility and the
Nuclear & Particle Physics Facility, an exploratory drilling started
to explore archeological excavation by the Ibaraki local government.
The total number of drillings is 10 and the first drilling was
performed on 17 September and no archeological excavation was
found. Other 9 drillings will be performed from 26th to 28th,
November.
