.BUDGET FOR JFY2005.
At the end of December the Department of Finance announced
its proposal for the JFY2005 budget. This proposal has to be approved
by the House in March, but the House approval is usually only a formality.
We can, thus, make a plan based on the December announcement.
At JAERI the requested amount for the JAERI-portion was modified, in
the summer, to 153 Oku Yen. At the end of December 141.3 Oku Yen was
approved. At KEK the request in the summer was 110.3 Oku Yen, whereas
the approved amount in December was 105.6 Oku Yen. The total amount
for the project was 247 Oku Yen. Before this decision, I was afraid
whether the Government could cover a sufficient amount to complete the
project by the end of JFY2007. This amount, which is still lower than
I wished for, will allow us a timely completion of the project, so
I am reasonably happy about it. Please note that 1 Oku Yen is
about $1M.
In addition, the Government approved a new fund to KEK to
cover expenses in association with the movement from KEK to JAERI-
Tokai site (plus expenses for equipment, etc). An approved amount
for the first year, JFY2005, was 6.6 Oku Yen. An increased level of
funding for this category is expected from JFY2006.
One problem that we still have is that a further increase
in the construction fund is needed in JFY2006. The negotiation for
JFY2006 will start in the summer of 2005. We have to do an
extensive preparation toward it from the spring of this year.
.OPERATIONAL BUDGET AFTER THE COMPLETION OF THE PROJECT.
At the Government level a serious discussion on how to
create an operations fund for a large-scale project like J-PARC has
recently started. In 2004 KEK became an Inter-University Research
Institute Corporation. This implies that KEK is no longer a
Government institution. In October, 2005, JAERI and JNC (Japan
Nuclear Cycle Development Institute) will be also united into one
non-Government organization. At both KEK and new JAERI, the mechanism
of how to obtain funds for the operation of a new big facility, like
J-PARC, is unknown, since the creation of "cooperative" is a new trial
for the Japanese Government. Our present funding agency (MEXT) is studying
very hard on this issue. We, the project team as well as the headquarters
of the two organizations, are working together with MEXT on this new and
important problem. In this Newsletter I am not able to describe details
on this new issue, but we are currently occupied by this new work heavily
and intensively.
.LINAC AND 3 GEV BUILDINGS ARE ALMOST COMPLETED.
At the construction site a great news is that both Linac and
3 GeV buildings are almost completed. From this year, thus, the
installation of the accelerator elements will start. You may visit
our homepage to see how the construction work progresses.
.KEK TOKAI LABORATORY WILL BE OPEN SOON.
At a recent meeting of the board of directors at KEK, it was
decided that the KEK Tokai Laboratory (tentative name) will open
on April 1, 2005. Many practical arrangements are currently in
progress.

.CONSTRUCTION OF NEUTRINO FACILITY STARTED.
The construction of the neutrino facility has started in 2004.
The civil construction started in July 2004 from the decay volume.
The decay volume is a chamber of about 3m wide, 4m high, 110m
long filled with Helium gas and surrounding concrete shielding of about 6m
thickness in all 4 directions. In the decay volume, pions from the target
decay into neutrinos (and muons). Since it crosses under 3NBT, the crossing
part of 50m long has to be completed before 3NBT construction starts in
June 2005. Excavation was finished and concreting is underway. From Jan 2005
the helium vessel will be installed.
Along with the civil construction, R&D and design work on beam
line components are intensively ongoing.
In the primary beam line, superconducting combined function
magnets will be used to bend the extracted proton beam by about
90 degrees to the direction of Super-Kamiokande. The design and
testing of the superconducting magnets are going well. Various tests with
a short mechanical model have been finished successfully. Fabrication of
the first full scale prototype magnet is almost completed. Mass production
of the magnets will start in JFY2005.
R&D and design of the production target and focusing magnet called
"electromagnetic horn" are also in progress. The target is a 3cm diameter,
90cm long Graphite rod. Heat load by the beam is 58kJ in one spill of about
5usec width. Temperature of the target rises instantly by 200K from one
shot of the beam spill. A prototype of the target with a cooling mechanism
has been made. Various tests such as a coolant flow test are planned.
In order to focus pions produced in the target, 3 electromagnetic
horns are used. They are operated by a pulsed current of 320kA peak,
which is synchronized to the beam timing. The inner conductor of the 1st
horn has already been made, the outer conductor of the 1st horn and the
outer conductor of the 3rd horn are now being manufactured. Cooling
efficiency with water spray was measured using a test model and the concept
of the water cooling has been verified.
Installation of the beam line components will start in 2007.

.INSTALLATION OF HEAVY AND LARGE COMPONENTS OF THE
1MW NEUTRON SOURCE STARTED.
.TWELVE PROPOSALS FOR INSTRUMENTS HAVE BEEN RECEIVED.
The MLF building construction has been in progress on schedule.
Structural frames of the first block of the MLF building have been built,
showing the real scale of the overall size of the building. Heavy structural
components, such as the outer liner, the helium vessel, radiological
iron shielding blocks, etc, were installed at the center of the MLF site.
Along with the building construction, pre-installation work on the
penetration apparatus is underway.
Concerning the pitting damage issues, we have developed an idea to
diagnose cavitation events in the mercury target container by detecting
acoustic sounds. The diagnostic technique is expected to be effective as a
protection system for the neutron target.
According to the call for "Letters of Intent" in 2004, twelve new
proposals for neutron instruments have been submitted to the J-PARC
director. Seven are with full specifications and five, with futuristic
ideas. They are to be reviewed by the end of January 2005 in the neutron
instrument planning committee under the J-PARC director.
R&D for developing a T0 chopper with 100 Hz rotations is
extensively continued. A prototypical device is under testing for long time
operation.

.THE FIRST J-PARC MUON SOURCE TECHNICAL ADVISORY
COMMITTEE, SO CALLED M-TAC WAS HELD ON 2004, DEC. 13-15
AT KEK.
The first J-PARC Muon Source Technical Advisory Committee, so
called M-TAC was held on 2004, Dec.13-15 at KEK, which is established under
the J-PARC Muon Science Experimental Facility Advisory Committee (MuSAC)
during the construction period. Committee members were J. M. Poutissou
(Chair; TRIUMF Lab.), Gerd Heidenreich (PSI) , Densham, CJ (Chris)
(ISIS), George Clark (TRIUMF), Nicholas Simos (BNL), Kenji Ueno(KEK),
Kazuhiro Tanaka (KEK), Teiichiro Matsuzaki (RIKEN). As presenters,
S. Nagamiya (J-PARC Project Leader), Y. Ikeda (Group Leader of MLF,
JAERI) and S. Meigo (JAERI) attended the meeting. In the committee
meeting, we focused the discussion on components in the vicinity of the muon
target, which were 1) Edge cooled Graphite Target, 2) Rotating Graphite
target, 3) Scrapers, 4) Chamber design including water and interlocks, and
5) Remote handling of the target assembly. A final report will be presented
at the third MuSAC by Dr. J. M. Poutissou, chair of the committee.

5. <<Nuclear Transmutation Facility Group>> by Hiroyuki OIGAWA

.DESIGN STUDY AND DEVELOPMENT WAS CONTINUED FOR THE
TRANSMUTATION EXPERIMENTAL FACILITY (TEF).
Design study and development was continued for the Transmutation
Experimental Facility (TEF) consisting of the Transmutation Physics
Experimental Facility (TEF-P) and the ADS Target Test Facility
(TEF-T). For TEF-P, the structural design of the rectangular
lattice tube assembly for plate-type fuel was investigated aiming
at its easy substitution with the hexagonal one for pin-type minor
actinide fuels. For TEF-T, the flow speed distribution of liquid
lead-bismuth at the head of the sealed double-annular type
spallation target model (JLBL-2: JAERI Lead-Bismuth Loop No. 2) was
successfully measured by an ultrasonic Doppler technique. Based on
the measured results, the accuracy of the hydraulic analysis is to
be discussed. The thermal-hydraulic test using JLBL-3 was also
conducted to investigate the thermal-hydraulic characteristics of
the beam window of a large-scale ADS plant. Unstable behavior of
heat transfer was observed at the head of the beam window, and its
cause is being investigated.

6. <<Radiation Safety Group>>

.THE 4 TH EXPERT COMMITTEE ON THE MLF NEUTRON SOURCE
WAS HELD AND APPLICATION FOR THE NEUTRINO FACILITY WAS
SUBMITTED TO IBARAKI PREFECTURE.
The 4th expert committee on the MLF neutron source was held on
24th December, 2004. In the committee the following two items were reviewed:
(1) radiation safety for a water cooling-system, (2) safety scheme for
handling radioactive equipments and their storage. The MLF source system
consists of mercury target, moderator and reflector. Since the temperature
of these components increases due to a large primary and secondary
radiation, a cooling system is required, resulting in the production of
highly radioactive H-3. The safety design to confine H-3 against the
leakage was presented. The target system is expected to become highly
radioactive and the handling procedure must be investigated and reviewed
with a special caution against the radiation hazard.
On 20th December, a ground plan of the neutrino facility was
submitted to the Nuclear Energy Safety Division, Department of Civil Affairs
and the Environment, Ibaraki Prefecture Government. This is the compulsory
procedure before the construction of a nuclear or accelerator facility,
which is determined by the Nuclear Treaty between JAERI and Ibaraki
Prefecture. As the construction is scheduled to be started on April, 2005,
the permission of the construction must be obtained before April from the
Ibaraki Prefecture. In January, several hearings will be held to explain the
facility to officers in the Safety Division. As this was not included in
the project of Phase 1, on 1st February, the project will be reported to the
Committee for Nuclear Safety Rules organized by Ibaraki Prefecture.
Later the plan will be examined by the Deliberative Committee on Nuclear
Safety.

7. <<Integrated Control Group>> by Tadahiko KATOH

.DEVELOPMENTS DONE SINCE LAST NEWS LETTER.
EPICS Toolkit has been upgraded to Release 3.14 in the J-PARC
software development environment. The test of data acquisition equipment
WE-7000 has been done intensively and we got a prospect that we will be
able to collect analog data in 25Hz repetition with WE900 measuring station
and WE7000 series modules. We have also developed the data archiving
system using EPICS “Channel Archiver” and retrieval mechanism using
web technology. Equipment installation has started and the central control
building will be used from coming April with sufficient infra-structure such
as telephone network and LAN. KEK people will start working at CCR
building for the system commissioning starting at the beginning of JFY2005
which starts in April.

8. <<Facility Construction Group>>

.OPERATION OF THE HIGH-VOLTAGE ELECTRICITY SUBSTATION
STARTED.
Construction of the Linac Building and the 3GeV Synchrontron
Building has been almost completed and their air-conditioning and electric
equipmentworks are going on. Installation of the accelerator will move
into high gear next June. The new high-voltage of 153 kV electricity
receiving/transforming substation has been in operation since January 6,
2005, and electric power will be supplied to the Linac and the 3GeV
Building sequentially. The construction of the Material and Life Science
Facility Building also progresses steadily at both under and above
groud parts.
.CONSTRUCTION OF THE SOUTHEAST PART OF THE 50GEV
ACCELERATOR TUNNEL HAS BEEN ORDERED.
Construction of the forth part of the 50GeV accelerator tunnel,
which is the southwest part of the tunnel, was ordered last December.
It will be completed December 2006. As for the first part of the
accelerator tunnel, which is north part of the tunnel, the building has
been completed and equipments are installed now. As for the second part
of the tunnel, which is east part, the building has been completed partly
and excavation and concrete work are going on at the other part.
As for the third part of the tunnel, which is south part, excavation and
sheathing are going on. The constructions of the electric power supply
building and the machine building progress steadily. The final part of the
tunnel, which is west part, will be ordered soon. As for the construction
of the tunnel towards the Nuclear and Particle Physics Facility, the
piling has been finished and sheathing is going on.
