The Neutron Sciences Directorate at Oak Ridge National Laboratory (ORNL) invites applications for a Senior Electrical Engineer.  With the United States' highest flux reactor-based neutron source for condensed matter research (the High Flux Isotope Reactor) and the world's most intense pulsed, accelerator-based neutron source (the Spallation Neutron Source), ORNL is becoming the world's foremost center for neutron science. PURPOSE:  The Systems Engineering group within the Research Reactors Division is responsible for the High Flux Isotope Reactor (HFIR) configuration management program, provides technical support to operations and maintenance, and performs systems analysis.  The electrical engineer performs design engineering in support of modifications to reactor systems, provides technical support for electrical maintenance activities, and conducts performance analysis of reactor systems.  This position will be assigned responsibility for specific HFIR plant systems.

MAJOR DUTIES/RESPONSIBILITIES:

CONFIGURATION MANAGEMENT
*             Prepares engineering designs for new installations and for replacement and upgrade of reactor structures, systems, and components.  Reviews electrical designs prepared by others.  Reviews electrical aspects of multidisciplinary designs.
*             Performs calculations and analyses to support design development.
*             Applies and interprets relevant codes and standards, such as DOE Orders, ICC, IEEE (including Nuclear Standards), and NFPA (especially NFPA 70 and 70E).
*             Task leads field installation and testing of electrical design changes.
*             Prepares and reviews design specifications to define and determine performance criteria for material upgrades.
*             Writes material specifications and initiates procurement of nuclear safety-related materials.
*             Implements modifications in accordance with nuclear configuration control processes.
*             Prepares and maintains as-built documentation for assigned reactor systems, including engineering drawings, specifications, system descriptions, relevant databases, and labeling.
MAINTENANCE SUPPORT
*             Troubleshoots and analyzes system and component failures and develops corrective actions.
*             Provides written work package directions to perform and document work.
*             Provides field work technical direction to craft supervisors and craft.
*             Develops and implements electrical preventive and predictive maintenance work instructions.
OPERATIONS SUPPORT
*             Performs operability assessments to determine equipment impact on HFIR operation.
SYSTEM ANALYSIS
*             Analyzes and trends results of preventive and predictive maintenance data.
*             Analyzes equipment performance history.
*             Performs overall systems health evaluation in accordance with RRD's Reliability Program, which involves the following:
o             System Health Indicators
o             Identification of new and status of existing equipment vulnerabilities
o             HFIR 3-Year Planning Activities
o             Identification of Spare Parts deficiencies
o             Walk-Downs to Assess System Configuration and Material Condition
o             Assess of open Modifications, Deviations, and Corrective Work Packages
*             Analyzes low (up to 480 volts ac) and medium (up to 13.8 kV ac) voltage distribution systems, grounding, industrial controls, lighting, etc.
*             Ensures compliance with environment, safety, health, and quality program requirements.
TECHNICAL GUIDANCE
*             Plant Life Extension & Reliability Upgrades - assists in defining the Structures, Systems, and Components (SSCs) upgrades needed to extend the HFIR life and improve reliability
*             Technical Review - provides technical review of integrated system modifications to ensure design requirements and bases are consistent with HFIR standards
*             Design specification development - aides with development of design specifications to ensure consistency and integration across systems (Systems Design Descriptions, Components Design Systems, General Procurement Specifications, & etc.)
*             Engineering Standards/Processes - aides with the revision of engineering work processes to increase efficiency and implementation effectiveness
*             Technical Engineering/Safety Issue Resolutions - aides RRD management in the resolution of technical issues
*             Establishes technical interface relationships outside RRD (ORNL, industry groups, nuclear industry, etc.) that will help provide access to technology needed to ensure safe & reliable HFIR operation

QUALIFICATIONS REQUIRED:
BS in engineering with electrical emphasis and 15 plus years of relevant experience in nuclear design/systems/maintenance engineering, or an equivalent combination of education and experience.  Experience in project management, leading installation and maintenance tasks, procedure development, procurement of materials, and analysis of electrical distribution systems is desired.  Requires ability to diagnose electrical equipment problems and develop formal work package instructions for performance and documentation of repairs.  Must possess strong oral and written communication skills, demonstrate good interpersonal skills, and work well as a team member. Familiarity with electrical construction and maintenance activities in a nuclear reactor operating environment is desired.  Ability to develop and revise electrical equipment preventive maintenance programs and to use predictive maintenance tools such as vibration analysis, infrared analysis, oil sampling, etc. is desired.  Familiarity with the regulatory programs, which define the HFIR work environment, including DOE Orders pertaining to systems engineering, conduct of operations, and maintenance; OSHA requirements; and NFPA and IEEE standards, would be a plus.  This position requires an "L" clearance; however, all qualified applicants will be considered regardless of their current clearance status.  This position also requires Radiation Worker II training as well as respirator qualification.

ADDITIONAL ATTRIBUTES:
This position is a Workplace Substance Abuse Program (WSAP) testing designated position, which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing and undergoing testing without advance notification. The occupant of this position will also be subject to an ongoing requirement to report any drug related arrest or conviction or receipt of a positive drug test result to the Company.
