[Neutron] Release of Mantid v6.16.1

Dear all,
We are proud to announce version 6.16.1 of Mantid.
This is a patch release that corrects some significant issues since version 6.16.0.
The changes are:

Fix empty Instrument View in Windows standalone
  *
Fix crash in TextureUtils for RaggedWorkspaces
