       .BUDGET FOR JFY2004.

          The most exciting news at the end of 2003 is the approval
of the neutrino project in the J-PARC.  The five-year construction of
the neutrino experimental project with a total budget of 16 billion
Yen was approved by the cabinet in Japan.  Although the final
official decision on any budget matter must wait until the approval
by the House at the end of March, 2004, there is almost zero
possibility that the decision at the end of December will be changed in
March.  The project team is, thus, assuming that the construction of
the neutrino beam line will start in JFY04 that starts on April 1,
2004.
          
          By this new addition of the neutrino project, the entire budget
for the J-PARC project is now 151 billion Yen.

          Another item of good news is that a certain level of funding for
the J-PARC neutron beam lines was approved for the Neutron Research
Center at JAERI in JFY04.  This is very encouraging, since the
biggest worry for the project is the missing budget for beam lines
and equipment in the neutron facility at 3 GeV.   Although the
first year budget is not large, this new funding will allow  serious design
work on the neutron beam lines and equipment to start.
Also, additional funds from the Local Government
(Ibaraki Prefecture) for the neutron beam lines were announced at
 the end of December.

          Other highlights of the budget include a) the
initiation of the construction of the nuclear-particle experimental
area (slow extraction lines) in JFY2004 and b) the initiation of the
construction of the muon target area in JFY2004.

       .MAJOR REVIEW OF THE PROJECT COMPLETED.

          A high-level committee to review the project was formed at
the beginning of November, 2003.  The task of the review committee
was to decide the priorities between 1) neutrino program and 2) the
linac energy recovery.  After an extensive discussion  the committee
reached the conclusion that the neutrino program must start
immediately, while the energy recovery of the linac from 200 MeV
to the original 400 MeV can be done after the completion of the 200
MeV linac.

          The recommendations of this high-level committee were taken
seriously by the Government.  This is the reason for the early start
of the neutrino program in JFY2004.

          Meetings of this high-level committee were held four times
during the month of November, and the result was reported to the
Council of Science and Technology Policy (CSTP) at the beginning of
December.  An eminent astrophysicist, Professor K. Kodaira, was the
chair of this high-level committee.

       .MEMBERS OF THE JAERI HEADQUARTERS WERE CHANGED.

          On January 1, new members of Atomic Energy Council in Japan
were appointed.  The new chair is Dr. S. Kondo (Professor at U. Tokyo
& our J-PARC IAC member) and the new vice chair is Dr. S. Saito
(JAERI President).  Due to the change of this Council, the JAERI new
President was appointed to T. Okazaki.  Many other new names were
appointed at JAERI for important positions.

       .THE BEAM TEST OF THE J-PARC ACCELERATOR FRONT-END IS SUCCESSFUL.

          On November 6th, a negative hydrogen beam accelerated by
the Radio-Frequency Quadrupole (RFQ) linac up to 3 MeV was injected into
the first tank (9.9-m long) of the Drift-Tube Linac (DTL) and
accelerated up to its design value of 19.7 MeV.  The initial goal of
the peak current of 30 mA was achieved.  This is a great first step
towards the completion of the J-PARC accelerator construction.

          The DTL being tested this time is equipped with a number of
drift-tubes, each of which accommodates a compact, strong quadrupole
electromagnet.  The high-quality electroforming technique is fully
utilized together with wire-cutting technology in order to produce
compact electromagnetic coils, which can generate the strong variable
magnetic field by flowing high electric current within a small space.
The most compact DTL with electromagnets thus realized can be operated
with an accelerating frequency of 324 MHz and with flexible transverse
tuning, being ideal for accelerating high-quality, high-intensity proton
beams.

          After the beam study the front end accelerator including
the DTL will be shipped to JAERI Tokai site to be one of the important
components of the J-PARC accelerator.

       .PREPARATION OF NEUTRINO FACILITY ACCELERATED!

          Given the approval of the neutrino facility by the
Government, preparation work for construction is accelerated even more.

          The construction will start in JFY2004 from the decay
volume (DV) where pions decay to produce neutrinos.  It crosses under
the beam transport line from the rapid cycling synchrotron (RCS) to the
materials and life science facility (MLF).  The construction of the
beam transport will start in middle of May, 2005.  Therefore, the DV,
at least the crossing part, must be completed by that time. The
civil-engineering design of the DV is being finalized aiming to start
construction in May, 2004.

          Superconducting magnets will be used in the primary proton
beam transport line to bend and direct the beam toward
Super-Kamiokande.  In order to reduce costs while keeping (or getting
even more) acceptance, combined function magnets have been chosen
for the superconducting part.  This is the first application of
superconducting combined function magnets in the world. Construction
of the first magnet out of 28 starts in JFY2004.  Prototype magnet
production has been started.

          The technical advisory committee for the neutrino facility
(nu-TAC) has been formed following the decision of the Nuclear and
Particle Physics Facility Committee (NPFC).  The committee consists
of 8 members (4 from abroad) and is chaired by Prof. E. Blackmore
(TRIUMF). The committee meeting was held on Nov. 12, 13, 2003.
Much valuable advice covering the whole neutrino facility was given.
A report is being prepared.

       .THE FINAL DESIGN FOR THE IRON BRICKS BURIED INTO THE MLF
        BUILDING HAS BEEN UNDERTAKEN.
    
          According to the construction schedule of the Material Life
Science Facility, we have to complete the installation of about a
thousand tons of iron bricks into the building structure, in a period from
September to October in 2004, since its installation has to be done after
construction of the ground floor and before construction of the wall.

          For that purpose, we are now working for a final design of
the iron bricks and their configuration for the international bidding
of iron bricks, in order to complete a contract in April, 2004.

       .COMMITTEE MEETINGS ON RADIATION SAFETY, INTERLOCK, AND NEUTRON
 TARGET  AT MLF WERE HELD.

          The 3rd safety deliberative committee on Radiation Safety
of J-PARC was held on July 7th, 2003, at JAERI.  In the committee meeting,
the following two agenda items were discussed: (1) technical subjects
related 
to radiation safety and the basic policy, (2) a radiation detection
system at J-PARC.  Since the 1st item was partly discussed at the 2nd
safety deliberative committee, at the beginning, the safety issues,
policy, design criteria, design methods and design parameters were
reviewed.  Then a guideline on the effective radiation dose and
radioactivity produced by the J-PARC operation were presented. In
the 2nd item, a glass badge dosimeter, APD, personal key, interlock,
and personnel protection system (PPS) were reported as a part of the
radiation detection system.

          Before this committee, the 1st expert committee on the
interlock system was held and the expertise on PPS, which was going to
be implemented at J-PARC, was presented by the PPS group.  The machine
protection system (MPS) was also explained as a reference to discuss
about PPS.  As this MPS system is not the issue of this committee, it
will not be discussed in this committee.  The 1st expert committee on
the neutron target was held on September 12, 2003. At first, the
outline of the MLF facility was presented.  Since the neutron
production target consisted of Mercury, the discussion was focused on
the safe handling of the Mercury system.  It was proposed that these
expert committees be scheduled to meet every few months so they can
meet 3 or 4 times and reach a conclusion by the middle of 2004.

       .PROGRESS OF THE CONTROL SYSTEMS OF THE 60MEV LINAC AND
        OTHER ACCELERATORS.
 
          During the commissioning of the 60 MeV Drift Tube Linac, the
control system for the DTL has also been improved.  Hardware and
software bugs have been found and removed step-by-step.  It is very
important to undertake such debugging during this stage of the accelerator
commissioning.

          Device driver software in the EPICS-based system for PLCs
and WE 7000 measuring equipment has been debugged and fixed. Control
systems of the various parts of the accelerators from linac to RCS
have been ordered as the parts of the accelerator sub-systems to the
contracted companies.

       . CONTRACT OF THE MATERIAL AND LIFE SCIENCE FACILITY BUILDING WILL BE
       FINISHED SOON

      As for the Linac Building, construction of the accelerator tunnel
progresses steadily and the construction of the underground part will
be finished soon. As for the 3GeV Synchrotron Building, construction
of the accelerator tunnel is going on as well as the Linac Building.
As for the new high-voltage of 153 kV electricity receiving/transforming
substation, installations of equipments have been almost finished.
Power distribution panels and control system are installed now.
All of the contracts the Material and Life Science Facility Building
will be finished until the end of this January.

       . JUMP OUT OF THE FRYING PAN INTO THE FIRE

      In addition to the exploration of the archeological excavation since
last April, a surveillance of goshawk will be performed by Wild Bird
Society of Japan until next May, because a nest of goshawk has be
found in the government-owned plot which adjoins the J-PARC
south area. If the nest building is confirmed, the surveillance will
be extended until next August, which might be an obstacle for the
construction of the J-PARC accelerators.
