Purpose
The Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory (ORNL) operates the High Flux Isotope Reactor
(HFIR), the United States' highest flux reactor based neutron source, and the Spallation Neutron Source (SNS), the world's
most intense pulsed accelerator based neutron source. Together these facilities operate 24 instruments for neutron scattering
research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical
sciences for more than 3,000 visiting scientists. HFIR also provides unique facilities for isotope production and neutron

Purpose:
Delivers world-class operational support to the neutron scattering research program at the High Flux Isotope Reactor (HFIR)
user facility. Directs, manages and coordinates the operation, maintenance, and upgrades to the suite of HFIR neutron
scattering instruments. Responsible for the overall safe, efficient, and effective utilization of HFIR neutron scattering
instruments, support systems, and related science facilities.

Major Duties/Responsibilities
- Assist the ISD Director in defining a safety, science and compliance culture; conducts business in a manner that supports
this culture.
- Provide management and oversight of the Experimental and Laboratory Work Planning Team, Scientific Associates Team,
Experiment Engineering Team, and Data Acquisitions and Controls Team.
- Provide technical oversight during operations, maintenance and commissioning of all HFIR instrumentation and support
systems.
- Develop and implement the operations and maintenance program and work control processes for HFIR neutron scattering
instruments, support systems, and related science facilities.
- Assist in developing and executing plans for upgrades to NSSD instruments and support systems; serve as the integration
point for operations, maintenance, and upgrade activities.
- Coordinate work activities with SNS and HFIR operating divisions to efficiently and effectively use shared resources at both
neutron facilities.
- Manage all work within budgetary and schedule constraints.
- Analyze data and prepare reports on the operation and performance of HFIR instruments and support systems.

Qualifications Required
Successful candidate must have a minimum bachelor's degree in an engineering or scientific discipline with at least 10 years
of related experience and at least 5 years of experience in managing technical and scientific teams to support R&D.
Demonstrated ability to set, implement and maintain a safety, compliance, and operations strategy is required. Proven ability
to build, develop, and lead a department required. Experience at a major experimental research facility or an equivalent type
of facility is required. Must have a demonstrated ability to work collaboratively with a diverse group of people having a wide
range of technical and scientific backgrounds is required.
* This position is a Workplace Substance Abuse Program (WSAP) testing designated position which requires passing a
pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to
being randomly selected for testing and undergoing testing without advance notification. This position will also be subject to
an ongoing requirement to report any drug-related arrest or conviction or receipt of a positive drug test result to the company.

Work Directions and Interfaces
- Reports to the ISD Director.
- Directs the work of research/technical professionals and technical support personnel.
- Interfaces with engineers, scientists, and other project specialists within the Neutron Sciences Directorate (NScD) divisions,
other ORNL divisions, and collaborating national laboratories and institutions.

Measures of Effectiveness
Provides work direction to group leaders, team leads, scientific associates, technicians, work coordinators, technical
professional and technical support personnel within guidelines established by the ISD division director. Coordinates job
assignments, leave, travel of individuals under his/her authority, and authorizes equipment procurements within HFIR
Instrument Operations.
