Purpose
The Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory (ORNL) operates the High Flux Isotope Reactor (HFIR), the United States' highest flux reactor based neutron source, and the Spallation Neutron Source (SNS), the world's most intense pulsed accelerator based neutron source. Together these facilities operate 27 instruments for neutron scattering research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical sciences for more than 3,000 visiting scientists. Purpose:
The Environment, Safety, Health & Quality Manager for the Research Reactors Division (RRD) of the NScD oversees the environmental, worker safety and health, radiation protection, quality, assessment and compliance functions for the HFIR.
Major Duties/Responsibilities
Develop and manage programs(s) and deliver project-specific products and services in accordance with business or contractual requirements.
Environmental:
- Implement Environmental Management requirements through an Environmental Compliance Representative/Environmental Protection Officer who coordinates the division efforts to seek, accomplish, and maintain environmental compliance, communicate environmental requirements, and compliance strategies to division staff, and serves as liaison between the division and EP&WS as well as the division interface with UT-Battelle Environmental Management System (EMS).
- Ensure an operational Environmental Monitoring Program is maintained that incorporates strategies for monitoring and controlling unexpected releases to the environment, should they occur.
- The ORNL Waste Services Representative serves as the technical interface between the RRD and Laboratory Waste
Services (LWS) to support safe and compliant management of wastes generated at the HFIR.
Worker Safety and Health:
- Provide guidance and technical expertise to assist the organization in meeting its safety responsibilities through a designated Division Safety Officer (DSO).
- Ensure effective and efficient safety programs, promoting a strong safety culture that reduces workplace injuries, through the SSD Field Safety & Health Representative assigned to identify, assess, and control hazards in the workplace while
instituting safe work practices in accordance with external requirements.
Radiation Protection:
- Implement a Radiation Protection Program using an "As-Low-As Reasonably-Achievable" (ALARA) approach through a Division Radiation Control Officer (DRCO) providing oversight and assistance in planning and implementation of radiological work.
Quality:
- Implement an overall Quality Program, consistent with ORNL requirements and RRD objectives through a Quality Representative/Quality Assurance Coordinator providing leadership in the development and deployment of quality systems, tools, and methods to facilitate accomplishment of research and operations organizational and/or project goals.
- Assure compliance with orders and rules affecting quality (e.g., DOE Order 414.1D, 10CFR830 Subparts A and B, NQA-1) Work-Smart Standards.
Assessment:
- Implement a program to monitor performance to ensure continuous improvement including processes for performance indicators, assessments, corrective actions, and trending.
- Implement ORNL event reporting, critique, and investigation programs to identify, preserve, document, and report the facts surrounding an event in order to understand the event, identify causal factors, identify root cause(s), and develop corrective actions.
Compliance:
- With RRD management support, implement a program to ensure compliance with the ORNL Standards Based Management System which translates laws, orders, and regulatory requirements including those contained in the Work-Smart Standards into SBMS subject areas.
- Implement of the requirements of the ORNL Safety and Security Regulatory (SSR) Program subject area through a Safety Regulatory Officer (SRO) who guides and monitors the division efforts to accomplish and maintain PAAA and Worker Safety and Health (WSH) compliance, communicates PAAA/WSH requirements to division staff, and serves as
liaison/point-of-contact between the division and the ORNL Safety and Security Regulatory Program Office per the requirements of the ORNL SSR subject area.
Qualifications Required
Successful candidate must have a minimum bachelor's degree in an engineering or scientific discipline with at least 10 years of related experience and at least 5 years of experience in managing technical and scientific teams to support R&D. Demonstrated ability to set, implement and maintain a safety, compliance, and operations strategy is required. Proven ability to build, develop, and lead a department required. Experience at a major experimental research facility or an equivalent type of facility is required.
This position is a Workplace Substance Abuse Program (WSAP) testing designated position which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing and undergoing testing without advance notification. The occupant of this position will also be subject to an ongoing requirement to report any drug related arrest or conviction or receipt of a positive drug test result to the Company.
This position will remain open for a minimum of 5 days after which it will close when a qualified candidate is identified and/or hired.
