Purpose
Oak Ridge National Laboratory (ORNL) invites applications for a Directorate Operations Manager for the Neutron Sciences
Directorate (NScD).

The Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory operates the High Flux Isotope Reactor (HFIR), the United States' highest-flux, reactor-based neutron source, and the Spallation Neutron Source (SNS), the world's
most-intense, pulsed accelerator-based neutron source. Together, these facilities operate 27 instruments for neutron scattering research, each year carrying out 1000 experiments in the physical, chemical, materials, biological, and medical sciences for 2000 visiting scientists. Purpose:
Leads the implementation and ensures the correct operation of management systems, operations, safety, compliance and performance assessments across the entire Directorate. Reviews and assesses the impacts of various proposed Laboratory initiatives on the ability to conduct safe, effective, and efficient research and operations within the Directorate.

Major Duties/Responsibilities

Facility Planning:
-- Oversees the development and implementation of Strategic Facility Planning objectives that align with and support the short and long-term strategic research and development mission objectives.

Directorate Operations Efficiency and Quality Improvement Initiative:
-- Remains cognizant of activities within NScD and the associated operational challenges, risks, and hazards;
-- Supports NScD's Associate Laboratory Director in implementing the operational improvements needed to meet the expectations of the Laboratory Agenda, and the NScD business plan;
-- Interfaces with NScD personnel, including all levels of management, in the development of operating budgets;
-- Resolves conflicts between intra-divisional priorities to satisfy facility, mission, and R&D goals.

ESH&Q Leadership:
-- Acts as the directorate Environmental, Safety, Health and Quality Manager ensuring that ESH&Q issues are fully considered and incorporated into future activities and accountable for safety assessment and improvement in all work areas;
-- Ensures compliance with, and leadership for, environmental, safety, health, and quality program requirements.
Contractor Assurance Program Manager:


-- Develops and manages organization-specific self-assessment programs, thereby assuring alignment with Laboratory Critical Outcomes, ORNL Performance Evaluation and Measurement Plan (PEMP), Laboratory Agenda, and other organization-specific, operations-related performance metrics;
-- Provides formal review for corrective actions within the directorate that have Laboratory-wide impacts with particular emphasis on those that are documented and managed by tracking systems external to ORNL;
-- Periodically reviews NScD operations.

ORNL Interface with regard to relevant Operations, ESH&Q and Laboratory Standards:
-- Represents NScD's Associate Laboratory Director and the R&D mission of NScD and ORNL by communicating issues and challenges related to management systems, operations, safety, compliance and performance assessments to the Operations Managers Forum, Management System Owners, and the Leadership Team;
-- Assists the NScD Associate Laboratory Director to maintain oversight of compliance with Laboratory policies, standards, procedures, requirements, and tools, as documented in SBMS;
-- Acts as NScD's primary contact for key support organizations representing NScD on Lab-Level committees, task forces, and working groups.

Externally:
Represents NScD with review committees, advisory committees, and visitors and at conferences, workshops, invited talks/lectures, and technical meetings, as well as serves as member of external review teams, editorial boards, advisory committees, and/or conference organizing committees as needed.

General:
Maintains a strong commitment to the implementation and perpetuation of values and ethics in the work environment.

Qualifications Required

-- Must have at least a Bachelors' technical degree in a scientific or engineering discipline relevant to neutron scattering with at least 15 years of experience in a scientific or R&D related organization.
-- Experience at a major experimental research facility or an equivalent type of facility is required.
-- 5 or more years of experience in effectively managing technical and scientific teams to support cutting-edge R&D.
-- Must be familiar with applicable DOE regulations for conduct of operations and safe practices, or be able to understand regulations and maintain compliance in a DOE facility.
-- Must have a demonstrated ability to work collaboratively with a diverse group of people having a wide range of technical and scientific backgrounds.
-- Must have excellent written and verbal communication skills.
-- Must show a demonstrated record of supporting the professional development of staff.

Other Requirements:
This position requires the ability to obtain and maintain a DOE Security Clearance. This position is a Workplace Substance Abuse Program (WSAP) testing designated position, which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing.

Qualifications Desired:
-- A Masters' degree in a scientific or engineering discipline relevant to neutron scattering is desired.
-- Familiarity with neutron scattering facilities is desired.
-- Experience successfully working within a user-facility environment is desirable.
-- A current DOE security clearance is preferred.

Authority and Approval Levels:
To implement operational, procedural, and other requirements within the Directorate as warranted. Direct actions necessary to correct deficiencies and to enforce corrective actions within the Directorate.
To commission independent assessments, reviews, and other oversight mechanisms within the Directorate.

To shut down or restrict any operation considered to be unsafe or outside the facility operating boundary.
Participate in and approve critiques, incident investigations, and occurrence reports within the Directorate

Accountability:
To the NScD Associate Laboratory Director for leadership and oversight of management systems, operations, safety, compliance, and performance assessments across the entire Directorate.

To Directorate Line Management and staff for the development and deployment of operations-related mechanisms that support safe, efficient, and effective research.
