Purpose
The Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory (ORNL) operates the High Flux Isotope Reactor (HFIR), the United States' highest flux reactor based neutron source, and the Spallation Neutron Source (SNS), the world's most intense pulsed accelerator based neutron source. Together these facilities operate 30 instruments for neutron scattering research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical sciences for more than 3,000 visiting scientists. The Facilities Mechanical Engineer functions within the Site Services team to direct operations and maintenance of mechanical systems across the Chestnut Ridge Campus. These mechanical systems include the building HVAC, lab exhaust direct digital controls systems, ultra-pure water systems and various building cranes. One of the science buildings which Site Services supports is the Center for Nanophase Materials Science Building 8610.  It houses clean rooms with 100, 1000 and
100,000 classifications and 4-stories of laboratories.

Major Duties/Responsibilities

* Plans and schedules maintenance activities and shutdowns. Utilizes Microsoft Project to develop schedules, ensuring all aspects of the involved activities are included, understood and agreed upon.  Hold and lead various meetings with stakeholders including craft personnel to gain commitment from all team members.
* Monitors, evaluates and suggests upgrades for building mechanical systems. Works with maintenance personnel, equipment owners, vendors, suppliers and building managers to conceptualize and promote resolutions to existing building issues.
* Identifies and maintains inventories of critical spare parts for the Chestnut Ridge Campus facility infrastructure systems.  All systems are evaluated for reliability to identify critical components, developing critical spares inventory used to minimize downtime and increase equipment availability.  Using SAP, critical spares are cataloged and inventory levels are established to ensure their availability is maximized while minimizing cost.
* Coordinates emergency repair efforts for critical building equipment. Restores systems to facility for maximum availability and reducing impact on facility users for science output.
* Creates and revises preventative maintenance procedures for new and existing building equipment; ensuring safety, environmental and health concerns are incorporated; communicating and training skilled craft personnel as necessary.
* Plans, implements and oversees building equipment and systems' operation including de-ionized water and ultra -pure water systems, laboratory exhaust systems, building HVAC systems, heating water, process water, equipment cooling water, sensible cooling water, and vacuum systems.
* Participates as a team member in vendor selection process. Develops statements of work to obtain vendor services to
maintain and service specialized equipment and systems.

* Generates drawing redlines to update building as-built drawings. Performs field verification of equipment and building systems to ensure configuration management of the Chestnut Ridge Campus Site Infrastructure.
* Conducts daily walk-downs to verify integrity of mechanical systems' performance parameters including: resistivity/conductivity, pH, clean room pressurization requirements, UV irradiance, RO permeate recovery through system flow rates and various system filter performance.
* Procures, coordinates and facilitates the field construction and continuous improvement of building systems and equipment. Plans, implements, start-ups, tests, develop PM procedures and trains appropriate personnel.
* Performs technical organizational activities as required to facilitate the Site Service's Team functions and efforts.
* Leads skilled craft personnel in identifying, troubleshooting, and performing repairs.
* Serves as the Technical Project Officer for our maintenance service vendor contracts.

Qualifications Required

* Bachelor's degree in Mechanical Engineering with a minimum of 5 years' experience in facility operations and maintenance of industrial piping and HVAC systems.
* Excellent interpersonal skills such that can work in team arrangements.
* Ability to adapt to changing priorities in a professional manner.
* Has the ability to work in an operating facility to diagnose and trouble-shoot mechanical utility systems.
* Good working knowledge of Microsoft Office products (Outlook, Word, Excel and PowerPoint).
* Knowledge of mechanical engineering principles, codes and standards.
* Knowledge of technical concepts of mechanical drafting.
* Maintains a strong commitment to the implementation and perpetuation of values and ethics.
* Ensures compliance with environment, safety, health, and quality program requirements.

Qualifications Desired:
* Ultra-pure, de-ionized water systems operation or maintenance experience.
* Wet / Dry Laboratory Mechanical Systems maintenance experience.
* Test and balancing experience of air and water systems.
* Clean Room Facilities.
* HVAC design experience.
* Versed in the use of AutoCAD/ Knowledge base in utilizing Microsoft Project for scheduling activities.
* Commissioning experience.
* Knowledge of Siemens Direct Digital Control Systems (Building Automation System).
* Knowledge of Johnson Controls Inc. (JCI) Metasys Web based (Building Automation System).
* State of Tennessee Registered Professional Engineer.

Work Directions and Interfaces

-- Reports to the Site Services Engineering Team Lead.
-- Interfaces with craftsmen, technicians, engineers, and managers.
-- Provides work direction to craftsmen, technicians, and subcontractor personnel within guidelines established by the SNS Research Accelerator Division Director and Directorate Operations Manager.

Measures of Effectiveness

-- Maintains working relationships with various teams within SNS, CNMS, ORNL, and the science community.
-- Communicates the needs of the Research Accelerator Division and Directorate Operations to SNS RAD and Directorate
Operations technical team.
-- Meets milestones for the installation, operation, and maintenance of the SNS Facility Operations systems.
-- Maintains a safe environment at all times. Considers safety in all designs, work plans, and personal actions.
