ESS is now looking for an Electrical Compliance Officer to act within our multi-diverse electrical domain as an integral part of the Quality Division, organised within the Environment Safety Health and Quality (ESH&Q) Directorate at ESS. The Quality Division is responsible for coordination and method development of the overall ESS Quality Management, including Quality Control activities for the Mechanical and Electrical domain. The Quality Division acts as the support function to the entire organisation during design, construction, commissioning and operation of the ESS facility.

The Electrical Compliance Officer will report to the Head of Quality Division.

Job description
The role of the Electrical Compliance Officer is to act as the independent discipline expert and as such ensure quality and safety in the electrical design, to monitor and support ESS people who perform electrical installation work and to secure that the work is carried out in compliance with existing legislation and rules. You will act on behalf of our Director General and be announced as the contact person towards Elsäkerhetsverket and as such be responsible for ESS Self-assessment program. You will collaborate with Facility Management and the different sub-projects and their Divisions with the intent to support their work with Quality Control activities according to ESS Self-Assessment Program. One of your main tasks will be to inspect compliance on performed installations and to participate in, and review the outcom of, performed Site Acceptance Tests (SAT) before commissioning will commence. You are also responsible to keep a current register of training records and skill sets in context of people performing the installation work.

Main tasks:

  *   Be responsible for ESS Self-assessment Program within the electrical domain.
  *   Develop, maintain and secure ESS wide awareness and compliance with relevant Quality Control steering documents.
  *   Review and approve technical documents throughout the design, installation and commissioning workflow.
  *   Develop control scope with control steps and issue certificates.
  *   Execute specific inspections on materials, equipment and construction/installation activities on site.
  *   Conduct inspections and create inspection records.
  *   Evaluate suppliers' scope of control to check if these are sufficient for requirements or if additional checks are needed.
  *   Witness tests, controls and inspections carried out on the electrical installation such as Factory Acceptance Test & Site Acceptance Test.
  *   Interpret ratings from the technical/control regulations for electrical installations of the plant.
  *   Check conformity towards requirements, obtain relevant documentation, check procedures and equipment to be used in tests, controls and inspections, manage documents certifying tests, controls and inspections.
  *   Perform inspection of installed electrical equipment e.g. Electrical- and I&C cabinets, junctions’ boxes and field installation.
  *   Support in handling of Non-Conformity Reports related to the electrical domain.
  *   Support in performing audits and supplier assessments related to the electrical domain.

Qualifications and requirements:

  *   Posess a valid authorisation type ”A” according to ELSÄK-FS 20017:4 without remarks, or the relevant background to be able to apply for such a authorisation.
  *   Proficient knowledge in Swedish electrical legislation i.e. “Elsäkerhetslagen”
  *   Experience from electrical engineering within the industry sector or within large- scale science infrastructure projects and/or as an Electrical QC is a pre-requisite.
  *   Working knowledge of construction standards and codes of practice relating to electrical and instrumentation work.
  *   Knowledge of the following standards:
  *   SS 436 40 00 (IEC 60364) Low-voltage electrical installations – Rules for design and erection of electrical installations
  *   SS-EN 60204-1 Safety of machinery – Electrical equipment of machines
  *   SS-EN 62381 Factory acceptance test (FAT), site acceptance test (SAT) and site integration test (SIT)
  *   SS-EN-61936 Power installations exceeding 1 kV a.c.
  *   SS-EN-50522 Earthing of power installations exceeding 1 kV a.c.
  *   Relevant education in the Electrical engineering discipline, and at least six years of work experience in the field of Quality Control within the electrical domain.
  *   Experience of working in an international environment is an advantage.
  *   Good oral and written English language skills are a prer
  *   Basic level in Swedish is an advantage.
  *   Driverslicens, minimum level B

Duration & Location
