[Neutron] IPNS Call for Proposals Extended

Call for Proposals Deadline has been extended to November 15, 2004

 Scheduling experiments for the period January to June 2005

For the first time, IPNS will accept Programmatic Proposals for many
instruments.

Programmatic proposals are similar to regular proposals, except that
they require a more extensive "scientific background" that justifies
access to IPNS instruments for two years.  The number of days requested
will be those needed for the next cycle only.

Programmatic proposals are identified by the first two words in the
abstract ("Programmatic Proposal").  The same form is used for regular
and programmatic proposals and the submittal procedure is the same.   

The Program Advisory Committee (PAC) evaluates the proposal once upon
arrival and assigns a Numeric Rating (NR) as for other proposals.  As
for all other proposals, programmatic proposals will be granted time
based on the NR.  For the following 3 cycles the Instrument Scientist
(IS) or designate will communicate with the PI to assign days based on
needs and the original NR.

The IS (or a combination of ISs if time on more than one instrument is
awarded) will review the scientific productivity of each programmatic
proposal.  Continued access to instruments will be granted only to
productive proposals.  Renewals will be considered after 2 years and
will require PAC review.

A Microsoft Word version of the IPNS Proposal Form can be obtained from
the IPNS Web page http://www.pns.anl.gov/.  Click on "Proposals".
Submission of proposals for continuation experiments must also include
an experimental report form describing previous results.  The
experimental report form is also available on the IPNS web site.

Please submit proposals as an attachment to an e-mail to
mheinig at anl.gov.  E-mail submissions will be accepted as original.
Confirmation will be made upon receipt and verification of format.
