Purpose
The Neutron Sciences Directorate at Oak Ridge National Laboratory (ORNL) invites applications for the position of
Instrument Operations Manager. The Neutron Sciences Directorate (NScD) at ORNL operates the High Flux Isotope Reactor (HFIR), the United States' highest flux reactor based neutron source, and the Spallation Neutron Source (SNS), the world's most intense pulsed accelerator based neutron source. Together these facilities operate 24 instruments for neutron scattering research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical sciences for more than 3,000 visiting scientists. Major Duties/Responsibilities
Reporting to the Division Director, position shares responsibility in managing the Research Accelerator Division at the SNS by providing integrated leadership for support of neutron scattering and other neutron-based research programs at the SNS. SNS Instrument Operations consists of three groups: Instrument Support, Scientific Support and Sample Environment.
* Assist the Director in developing strategic plans and robust implementation of management systems for the SNS
instruments and associated scientific laboratories:
* Provide safe, efficient and effective operation, commissioning and technical oversight of the SNS instruments and associated scientific laboratories,
* In collaboration with instrument scientists and scientific management, develop upgrades for neutron scattering instruments,
* Integrate instrument and laboratory operation, maintenance and upgrade activities,
* Provide configuration management of SNS instruments and support equipment,
* Attract, develop and retain a highly-skilled, motivated and diverse staff
* Assist the Director in Program Execution including assisting in the deployment of programs, projects and plans, preparing and delivering Directorate and ORNL level communications, budgeting, critical project tracking, reporting and measurement.
* Assist the Director in the development of the annual RAD business plan and management system descriptions for the review and approval of the Director.
* Interface with other RAD operation managers and group leaders in the development of operating budgets and establishing priorities.
* Interface with the Scientific Division Directors, instrument scientists and Instrument and Source Design Division Director to establish and ensure consistent application of priorities and resources for the support of neutron instruments and associated support laboratories.
* Assume the responsibilities of RAD Division Director as needed in his absence.
* Represent the SNS with review committees, advisory committees, and visitors and at conferences, workshops, invited
talks/lectures, and technical meetings. May serve as member of external review teams, editorial boards, advisory
committees, and/or conference organizing committees.
* Maintain a strong commitment to the implementation and perpetuation of values and ethics.
* Ensure compliance with and leadership for environmental, safety, health, and quality program requirements including ISMS.
Qualifications Required
* Master's Degree in a scientific or engineering discipline relevant to neutron scattering is required. A PhD is preferred.
* A minimum of 10 years of related experience and at least 5 years of experience in effectively managing technical and scientific teams to support cutting-edge R&D.
* 5 years of experience at a major experimental research facility or an equivalent type of facility is required.
* Demonstrated ability to work collaboratively with a diverse group of people having a wide range of technical and scientific backgrounds is required.
* Must be familiar with applicable DOE regulations for conduct of operations and safe practices, or be able to understand regulations and maintain compliance in a DOE facility.
* Candidates must have excellent written and verbal communication skills and enjoy working in a team environment, with the collaboration of all levels, disciplines, and diverse cultural backgrounds of the organization.
Work Directions and Interfaces
Report to the SNS Research Accelerator Division Director. Work with other functional operations managers, group leaders and personnel matrixed from other groups to develop modifications to systems and operations to improve overall instrument operations performance and availability. Maintains effective communications with other ORNL Divisions and all SNS organizational elements and users, especially scientific organizations and instrument scientific staff, engineering and data acquisition support, and other accelerator groups to ensure responsive and high quality instrument operations.
AUTHORITY/APPROVAL LEVELS: Provides work direction to groups and group members within guidelines established by the Division Director. Authorizes leave, travel, and procurement for Instrument Operations.
Measures of Effectiveness
* Successfully delivers the highest quality operational support for the SNS scientific programs to meet availability and user satisfaction goals.
* Successfully leads technical areas and groups to achieve excellence in conduct of operations with a strong culture that supports excellence in safety, reliability and efficiency.
* Successfully assembles the highest quality staff to support SNS Instrument Operations.
* Successfully directs staff to prepare and maintain documentation required for operations and experiment support.
* Successfully provides Division Director with help, guidance and information towards establishing divisional policy and allocation of divisional resources needed to achieve division goals and objectives
* Successfully reports on and represents RAD Instrument Operations activities to NScD management, review committees, conferences, workshops and professional organizations.
* Maintains effective communications between Instrument Operations business line and other SNS operations areas.
