Purpose
Lead and manage the Scientific Information Systems (SIS) Team in Data Operations to provide information systems and technical infrastructure using relational databases and web technologies to support the scientific mission of the Neutron Sciences Directorate (NScD). These systems support the NScD user program, neutron source operations and scientific data collection and management.
Major Duties/Responsibilities
- Develop requirements in consultation with customers across NScD divisions, and deliver custom and commercial information system products to serve customer needs. Plan ongoing strategy for software and system infrastructure.
- Support existing information systems including custom code and commercial products. Systems include an experiment proposal submissions system, experiment scheduling system, sample tracking database, asset management system, work control system and project collaboration software.
- Lead and manage a team of web developers and database administrators including: developing team goals, planning work, setting priorities, hiring, mentoring, and managing performance. Prepare and manage team budget.
- Provide technical leadership and establish the strategy for the design, development and maintenance of NScD Scientific
Information Systems.
- Manage the software development lifecycle for Scientific Information System software including development and deployment of configuration control and quality assurance processes.
- Interface with ORNL Information Technology Services Division (ITSD) and other ORNL support organizations to ensure information from ORNL business systems is integrated as needed to support NScD information systems.
- Participate in the development of the NScD information technology strategy and work planning for deployed resources assigned to NScD by ORNL ITSD.
- Ensure and monitor compliance with environment, safety, health, and quality program requirements. Promptly identify ESH and QA issues and communicate them to project and division management, ESH and QA contacts, and/or subcontractor contacts as appropriate.
- Maintain a strong commitment to the implementation and perpetuation of professional values, ethics and safety.
Qualifications Required
Ideal candidate combines strong software experience developing products utilizing relational databases and web based interfaces with proven software project management experience.
Requires B.S. in engineering, computer science, natural science, information science or related field combined with at least 8 years of combined software development and project management experience in the field of information systems or an
equivalent combination of education and experience.
Must have demonstrated knowledge of:
- Relational database design and implementation (preferably Oracle)
- Web-based interface design and development (for example, Tomcat, JSP, Javascript
- User interface design
- Industry best practices for technical infrastructure and cyber security
Possess strong commitment to customer service and team environment dynamics with the ability to contribute expertise and follow leadership directives at appropriate times as well as work independently.
Demonstrates excellent written and verbal communications skills.
QUALIFICATIONS DESIRED:
Strongly prefer experience at a scientific user facility. Strongly prefer advanced degree.
Experience with Unix/Linux system administration.
Familiarity with ProjectWise or similar system for document management.
Familiarity with Infor EAM / DataStream or similar system for asset management and work control. Familiarity with Java, Python, SQL, JDBC, JavaScript, REST, subversion or git, and unit testing.
Work Directions and Interfaces
Reports to the Data Operations Manager in the Research Accelerator Division (RAD). Works closely with NScD Operations
Manger, NScD User Office, and scientists/engineers from all NScD divisions. Interfaces with ITSD personnel.
Measures of Effectiveness
- Successful delivery of systems and upgrades in support of NScD requirements for scientific information systems.
- Availability, reliability, sustainability, maintainability and usability of NScD Scientific Information Systems and technical infrastructure.
- Responsiveness to special assignments in support of changing scientific needs, project management directives, project changes, and project reviews.
- Quality of system-related documentation and system management.
- Effectiveness of work in a diverse team environment.
- Level of initiative and ownership demonstrated through individual and team projects.
