Overview:
The Scientific Research Proposal Coordinator leads and administers all aspects of the neutron sciences user proposal process. Responsibilities include the development, testing, and implementation of the Integrated Proposal Tracking System (IPTS); overseeing related activities with other systems; information management; user technical support; process improvements; and carrying out other special projects as assigned.
This position reports to the NScD User Programs Group Leader. You will work with members of NScD and other ORNL user facilities and you will interface with users and instrument scientists. You will also have the opportunity to collaborate with other ORNL facilities and the user community on education and training of users, promotion of DOE’s user facilities and related sciences, and integrated user management system development.
Major Duties and Responsibilities:
• Coordinate and oversee the biannual user proposal call process including advertising, submission, review, beam time allocation, user notifications, proposal confirmation, and data maintenance and reporting.
• Provide support for internal and rapid access proposal submissions and reviews.
• Work with customers and focus groups to identify changes and improvements needed to the proposal tracking system (IPTS) and related scientific systems.
• Interact with internal software development team to develop requirements documents and wireframes, track issue requests, perform software QA testing, and plan software update timetables. Apply UX design principles and processes including information architecture and usability testing.
• Document, track, and maintain business rules and policy including system changes, and communicate changes to customers.
• Prepare and conduct information sessions and presentations for customer groups including instrument teams, user office staff, and targeted workshops.
• Work with facility users, scientists, and other staff to identify opportunities for improvement in the proposal process, implement solutions, and ensure closure of outstanding actions.
• Interact with customers including users to answer questions and resolve problems.
• Write communications, web content, user guides, procedures, and reference materials.
• Extract and evaluate data and generate reports, charts, and presentation materials.
• Ensure compliance with training, environmental, safety, health, and quality programs including ISMS.
• The SNS and HFIR facilities are in operation 24 hours per day and 7 days a week year round. You may be occasionally required to support users and/or facilities during off hours or weekends.

Basic Qualifications:
• Successful candidate must have a Bachelor’s degree (information systems or scientific discipline preferred), with one to three years of relevant experience.
• Experience assessing needs and developing effective systems for information management and transfer required.
• Candidate must have excellent oral and written communications skills with individual customers and groups.
• Candidate must have an established track record of outstanding customer service and working effectively in a team environment.
• Expertise in the use of Microsoft Office products required.
Preferred Qualifications:
• Familiarity with user facility proposal systems and related data bases
• MS in Information Sciences or similar degree preferred
• Familiarity with User experience (UX) design and diagramming tools such as Visio
