[Neutron] Farewell to Jack Carpenter

A sad news came today; John Carpenter who was the father of the of UCANS<http://ucans.org/> conferences series passed away on March 10th 2020. He was a key contributor to accelerator-based neutrons sources (spallation and compact sources).

The neutron community will miss him.
